Can somebody please explain to me why people ship Hans and Elsa?

To some extent, it depends on the variety of Hans x Elsa they ship, they are shipping. The people who refuse to accept his face heel turn to villain in the second half of Frozen or just think he was genuine in his goofiness with Anna, probably ship it along the same basis that people ship Anna with Kristoff—opposites attract.Non villain!Hans is outgoing, friendly, and impulsively romantic. Elsa is introverted, reserved, and cautious. Where Non villain!Hans and Elsa would meet is in their compassion and selfless nature. Elsa tried to suppressed her powers and withdrew from people rather than see them get hurt. Non villain! Hans did everything in his power to make sure people in Arendelle were warm and fed during the blizzard.

If however, they ship Hans x Elsa recognizing Hans wholly as he is presented in canon, they are either shipping it as a dark pairing or a redemption story. If they are shipping the dark version, which is where Hans and Elsa are either an evil power couple or just plain dark for how messed up they are together, its mostly forbidden or tragic factor, I think that draws them to the pairing. With the pairing as a redemption story and some of this may even cross over into the dark version, the prospect of a supposed monster redeeming another, the contrast of Hans being shut out by his brothers finding love with someone who shut herself in and the fact that both were deprived of love albeit for different reasons are the themes that they probably find particularly appealing. There is also the symbolism involved with Elsa being called the queen of light in her coronation song and thawing the winter being just the one who would be able to thaw a frozen heart. 

TL:DR Hans x Elsa is one of those pairings that people like in a variety of ways and ship for a variety of reasons.
